Do they grow successfully over winter and when is the best time to plant? We had a great crop over summer and wondered if we could plant more now?

Carrots yes. beetroot, shouldn't be an issue except perhaps mid-winter.

I plant carrot seed in early autumn in Dunedin. Harvest through winter.
