Old unplanted bulbs germinating when to plant?

Found a couple paper bags of old bulbs when clearing out relatives garage don't know if they have were ever been planted. I know they've been in garage since at least 2012.
Many were dead bit some daffodil bulbs felt a bit firm opened bag today and though roots all dry 2 have green shoots on top.
So I've put water and paper towels in tray and placed then all on top, plus thrown in the dead looking ranaculus.
Should I keep tray inside or outside, covered or not
So what should I do next, wait for green shoots on all of them then plant? hope for a miracle.
Or should I plant in ground straight away

Plant straight in ground now and a good water if theyre dry.

Thanks, so a wee dip in the water tray for a night wont help.
Not sure if the ranaculus are even alive and there's lots of them.
Suppose it could be a lot of planting of dead bulbs

they well able to withstand drought and come away years later when sufficient water is present, plant them now, if it is a waste of time they will not show, or they may surprise you

thanks, I threw a lot away (not daffodils) I squeeze and they crumple and were all dry inside, so presumed they were dead, these where still firm.
So will be busy tomorrow
