Does it have are rough edge on the leaves? It looks like a Carex and if it is rough - may be Carex Trifida.

Could it be an Astelia that's not thriving?

Looks like a poor speciman of Astelia and it is not a grass it is a tree dwelling epiphyte

I didn't say it was a grass . was only going by the picture & as I said, I have a similar Astelia in my garden where I got the wrong position when planting. the rabbits quite like it though ;o)
