Heck with your council. Down here the CCC will accept gas bottles as hazardous waste at the recycling drop off.

You have to check the WC or Water Capacity of the donor bottle and ensure that it is more than the amount of gas going to be put into it. There will be the empty weight also listed. A set of reasonably accurate scales will be required.

You would want to read some kind of training literature before attempting.

Ensure it is carried out out of doors to ensure sufficient ventilation. It is usually windy, so the gas should easily disperse.

Fortunately LPG isn't especially flammable; it has to be quite a narrow range of LPG to oxygen ratio. Not like acetylene which is very dangerous.
