A friend is living in a home built about 12 years ago and they had a small leak in the wall which they got onto quickly but have been left with a small area of the painted wall that has swelled a bit and the paint has flaked off and it's quite a rough texture now. Could it be sanded and repainted or would the wallboard not stand up to sanding?

The danger is that mold spores may be lurking in the fibres that make up the board. If it was me I would replace the board.

as long as the board is not soft it will be ok.Treat with mould killer put plenty on leave for a couple of days then paint job done

Buy pot of plus4 plaster and have a go at skim coat then sand then paint. Might need to cut out the damaged section of gib and replace. Paper face of gib doesn’t sand like timber.

I would do as post 4 says - cut out affected gib and replace. This also gives you a chance to see what has gone on behind as well. Gives you peace of mind.

cut the gib out and replace it. Otherwise you will never get a good finish and what was pointed out above you don't want mold on the framing.

And 9 times out of 10, the gib patch will stand out like doggy things.Scrape the flaking paint off, sand edges, seal with zinsser 123 and then use liteweight filler. sand filler, seal coat again , fill any imperfections and then paint.
