Insect that looks like a mud splatter

Everywhere I look I keep seeing a small mud like splatter on walls, windows, fences etc. It is a soft case almost diamond shape, inside is a very tiny caterpillar and only it's head sticks out, it can climb. Can any one tell me if it's a good guy or a bad guy for the garden. Also WHAT IS IT!

Won't eat your plants, lives on moss and algae, commonly found on walls and fences.

Was discussed here awhile back, for the life of me I can't ind it now or on google! Some bag worms do consume plant material.

They are called Casemoths. Google them. It's not harmful.they are cute-they add all sorts of bits and pieces to their littke house that walk around with. Quite the artists, in my book.

Interesting creatures, though can cause damage if they get out of control. The female never leaves her bag and never develops into adult form. There is a small opening in the bottom of her bag and it is from here she is fertilized and fromhere where her eggs are laid . I know of no other insect like this. And yes I think they are cute too.

This one sounds like this one. http://www.landcareresearch.co.nz/resources/identification/animals/bug-id/what-is-this-bug/bugs-without-legs/bagmoth/australian-bag-moth-pupa

As someone else said they just seem to eat lichen and algae and are pretty harmless. The regular bag moths can really damage some plants though - i've seen them infest some conifers really badly.
