It is one of the Statice family. Sorry cannot give you it's full name but I have it and it is seldom without a flower. Sometimes it has 20 or more. Great plant.

Yes it has been sitting in a vehicle for a few hrs so the leaf is a bit dried out but the flower is just as fresh looking as if just picked, and as you say like paper.
