Also you need to check with the council what point the pipe changes from being owned by you to being owned by the council. As since the failure is on the junction between your pipe and the council line. The failed junction might be fully owned by the council.

But since it has to be repaired / replaced. The issue is that the council might require you to completely remove that junction and replace it with a manhole. Which is going to cost big $$$
