Hopping moth things on jasmine

We have a beautiful weeping cherry tree beside our front door (new home).It is enclosed in a heebie boxed hedge and the ground cover (to the top of the hedge) is jasmine.
The jasmine has flippin' hopping moths all over it.They have migrated to the weeping cherry tree and have chewed through almost ALL of the leaves.The underside of the leaves are covered in the infant nymphs (with fluffy butts).We are spraying every 2 weeks with a garlic based spray . But our cherry tree has been decimated.
Any advice!. Help!

maybe thrips! A good insecticide should fix the problem.

Passion fruit vine hopper are the insects you describe. But the damage to leaves will most probably be done by the brown or bronze beetle, adult form of the grass grub.
Insecticide will deal to both.

Passion Vine Hopper should really be called Jasmine Hopper, they love the stuff, guaranteed way to get an infestation is to plant Jasmine.
You shouldn't be growing it anyway:
