Sound proofing downstairs

At the moment we have chipboard floors upstairs, and down stairs we hear
footsteps all the time. Will carpet and underlay fix the problem ? Is there any thing else that could help ? Thanks for ideas.

Do a little trial, put a couple of mats on top of each other, or a mat on top of a twice folded blanket, or anything that will replicate underlay and carpet and get someone to walk over the bare floor then the "carpet" and see what difference it makes. That will give you an idea if underlay and carpet will be enough or if you need to try something else.

short of ripping down all the ceilings downstairs and sound insulating between floors the only real option is carpeting, I believe there are different underlays available, spending a bit extra on a more cushioning one could be money well spent.

Double underlay we did that apparently a lot of carpet layers use double underlay in their own homes as it can extend the life of the carpet just as an added bonus.

Do they pack the smooth edge to stop the carpet lifting from it when vacuuming ?

The ceiling joists should not be attached to the floor joists above. But most builders will do that as it's cheaper, and they probably don't even think about the noise.

Cork flooring underlay is often put into high rise buildings to deaden sound between floors, worth a look.
