I have drawn a plan of what I want, but need it drawn to scale etc - any suggestions that don't charge the earth? No planting plans required only paving etc

So you want a draftsman? Or do you want a landscape designer but don't want their input? Why does it need to be drawn to scale? Sorry trying to understand

Im not sure who I need to draw it up correctly, I need measurements etc to ensure everything will fit and also to purchase materials and give the concrete layer something to work from.

Hmmm. Sounds like you want a student to draw it up for some spare cash. Unitec has a landscape design course, I'd contact them and see if you can post a request to their students. Draughtsman will cost too much.
