Mid January. But don't expect all citrus to grow well as cuttings on their own rootstock.

I've successfully grown meyer lemon from cuttings taken in November. Meyer's are often sold on their own roots, as cutting grown plants. My plan is to graft a really good mandarin I have onto the meyer rootstocks. I haven't managed to get a graft to take yet but that's because of my failings (I think) not the process.
