Have just had friend over & was saying that I was thinking of painting a feature wall in my kitchen and she said that you must paint the window sills and the window frames on that wallthe same colour as the feature wall. I never asked the reason why so was wondering if this is normal these days!

Often feature walls are a much stronger colour; for that reason I would paint the window the same colour rather then having a clash of colour in the middle of the feature wall.

Your house - your choice. But the reason why your friend said this was usually there is only one feature colour and if you paint woodwork on that feature coloured wall a different colour you end up with many features [different colours] all vying for attention. Usually the feature wall has no windows or doors on it to stop this potential discord happening.
